The foundation of this initiative stems from an extended research paper written in April-June 2007 that aimed to ground the claim that US actions in Iraq from 1990 to the present day constitute genocide as defined by international law.

The first task of the initiative will be to coordinate the resources necessary to build an effective legal memorandum on US genocide in Iraq; one that can be used in international fora and become a legal reference point for the international anti-war movement. In order to build this memorandum, the initiative will also host a secure repository for Iraqi testimony on the numerous war crimes, atrocities and grave human rights abuses authored by the US-led occupation of Iraq.

The ultimate end of establishing legal responsibility for genocide is not opposed to establishing responsibility for lesser crimes, including war crimes and crimes against humanity. But the initiative believes that the most accurate and honest way of depicting US actions in Iraq is as genocide, as defined by international law.
